Viet Nam's Law on Cybersecurity 2025 (116/2025/QH15)

Summary

The law merges the 2018 Cybersecurity Law and the 2015 Law on Network Information Security into a single text. It also applies to foreign entities operating in Viet Nam, widens prohibited conduct (online fraud, digital identity theft, misuse of AI) and keeps the five-level classification of information systems. It requires service providers to verify accounts, protect children, remove unlawful content quickly and localise data.
